The party and government organs keep in regular touch with their targeted points in order to help the poor. This practice must become a permanent fixture. Those with resources and possibilities should keep sending cadres down to the grass roots to do the job direct in townships and villages so as to do good and work practically for the poor areas .In 2001, the State Council made a new plan concerning the targeted point poverty alleviation on the part of the party and government organs whose number had soared from 138 to 272 and the number of State-targeted counties was up to 481 which was over 80% of the total number of counties.
