(1) Founded in July 1984, China Council of Promoting Regional Development is a national juridical association approved by and registered with the Ministry of Civil Affairs. Its essential objective and task is to study the comprehensive development of regional economy, science and technology, culture, education and society under the guidelines of Deng Xiaoping’s Theory, and the macro strategy, national economy and social development plan of the state in order to accelerate the socialist modernization and promote the all-way-round development of regional economy and society 
    (2) Business scope of the Council: conduct the regional strategy research, economy and technology, information exchange, international cooperation, journal editing, exhibition and presentation, business training, consultant services within the whole nation.
    (3) The key members of the Council comprise of the retired cadres, experts, professors from the state organs, scientific research institutions, colleges and universities, enterprises and other institutions as well as some young and middle-aged experts and entrepreneurs in the circles of economy, science and technology, management, finance and law. They not only have profound knowledge and practical experiences but also have broad connections with the governmental organs, industrial sectors, research institutions, higher education institutions, local governments at provincial and municipal levels, enterprises and other institutions.
    For several times, the Council has organized the experts to provide strategy study and consultant services on regional economic development to dozens of prefectures, cities and counties, which play an important role in promoting regional economic reform and development with sound social benefit as well. Since 1992, in particular, the Council has focused on study of developing the West and harmonious development of the West and the East, and has proposed some important suggestions that are highly regarded by the leaders of the Central Government. The Council has also organized the resources from all circles to launch poverty alleviation campaigns in the under-development regions including the former revolutionary bases, minority communities, remote areas and poverty-stricken regions in terms of economy, science and technology, culture and education and assisted these regions to get rid of poverty, get well off and gear up to the track of health and sustainable development for common well-being.
    (4) The Council absorbs individual members and organizational members, and has set up business connections with the regional development promotion societies in the provinces, municipalities and autonomous regions. Under the Council are set up the business organs of Economic Development Commission, Agricultural Development Commission, Science and Technology Commission, Culture and Education Commission, Bio-tech Commission, Electric Power Consulting Division, Economic and Technology Information Division as well as logistics organs of Administrative Office, Research Room, Liaison Department and Consulting Department. The Council also runs comprehensive journal “Regional Development” so as to support the works and activities concerning regional development.
