Formerly known as World Bank Project Management Office of the State Council Leading Group Office of Poverty Alleviation and Development founded in 1993, the Foreign-funded Projects Management Center of State Council Office of Poverty Alleviation was established in 1995 as an institution directly under the State Council Leading Group Office of Poverty Alleviation and Development.
    The Center is an organization of the Chinese government for management of central-level comprehensive poverty alleviation & development projects by using foreign funds. It’s mission is to provide services to the poverty-stricken population and regions by making full use of local and foreign funds, information, technology and management know-how, carry out the strategies against poverty, guidelines and policies stipulated by Chinese government in poverty alleviation and development, improve the income level of the poor, improve the environment for their living and development, and promote the sustainable development of the economy, society and environment in the poverty-stricken regions.
     Its functions and tasks include: 
      (1) organize, manage and coordinate the preparation and implementation of foreign-funded poverty alleviation projects; 
      (2) enhance and extend the cooperation with the international community in the field of poverty alleviation; 
      (3) actively develop the cooperation with governmental and non-governmental organizations of the foreign countries in the field of poverty alleviation; 
      (4) Seek the opportunities of cooperation with international capitals and foreign enterprises in the field of poverty alleviation; and
       (5) organize, prepare and implement the poverty alleviation projects of various types assigned by the state.
