Cooperation between eastern and western regions in alleviating poverty is being pursued.
     In a bid to realize the development-oriented poverty alleviation, China adopts the approach of having the relatively developed eastern provinces and cities support the development in counterpart provinces and autonomous regions in western regions so as to quicken the pace of the poverty alleviation of those poor areas. The implementation status is as follows: Beijing supports Inner Mongolia, Tianjin supports Gansu, Shanghai supports Yunnan, Guangdong supports Guangxi, Jiangsu supports Shaanxi, Zhejiang supports Sichuan, Shandong supports Xinjiang, Liaoning supports Qinghai, Fujian supports Ningxia, Dalian, Qingdao, Shenzhen and Ningbo support Guizhou. The two parties to the cooperation are governed by the principle of “complimentary in advantages, mutual benefit, long-term cooperation and joint development”, have carried out multi-level and omni-directional cooperation in poverty alleviation in such fields as firm to firm cooperation, project assistance and talent exchange. Over recent years, peoples form all circles in 13 provincial and municipal governments have made donations in money and in kind in the amount of about 2.14 billion yuan, and reached agreement on 5745 projects and over 28 billion yuan in investment, exported 517 thousands of laborers from poor areas. Besides, such cooperation between eastern and western regions has extended to exchange of cadres, human resources training, aid for school building, cultivated land construction, highway construction and solving of the drinking water problem for humans and stocks.
