The Population of Absolute Poverty in the Key Rural Counties of the Helping-the-poor Development Program of China Was 17.63 Million in 2003 |

According to the monitoring survey done by General Investigation Group of Rural Areas of National Bureau of Statistics for the 592 key counties of the helping-the-poor development program of the state (hereafter called "key counties of helping-the-poor program" for short), the rural population of absolute poverty of the key counties of helping-the-poor program in 2003 is 17.63 million, accounting for 60.8% of the rural population of absolute poverty of the whole country. The rural population of low income is 29.46 million, accounting for 52.4% of the rural population of low income of the whole country. The total of the population of absolute poverty and the population of low income is 47.09, accounting for 55.3% of the population of the same categories of the whole country.
¡¡¡¡I. The occurrence rate of absolute poverty is 8.9%¡¡¡¡In 2003, the rural population of absolute poverty in the key counties of helping-the-poor program increased a little, with a rise of 0.1 % in poverty occurrence rate, 5.8 % higher than that of the whole country.¡¡¡¡In 2003, the rural population of absolute poverty of the key counties of helping-the-poor program in the middle regions of China increased by 0.354 million while that in the western regions decreased by 0.247 million. The rural population of absolute poverty of the key counties of helping-the-poor program in Jilin, Heilongjiang, Anhui, Jiangxi, Henan, Hunan, Guangxi, Guizhou, Shaanxi, Gansu and Qinghai increased, and therein, the increase of rural population of absolute poverty in key counties of helping-the-poor program in Anhui and Henan was above 0.3 million respectively.¡¡¡¡Up till the end of 2003£¬, the provinces with more than one million of rural population of absolute poverty in the key counties of helping-the-poor program included Yunnan, Guizhou, Gansu, Shaanxi, Henan and Sichuan. In the western provinces, the poverty occurrence rate of each key county of helping-the-poor program has exceeded 10% except Chongqing and Sichuan. In the middle provinces, only Heilongjiang, Jilin and Shanxi had their poverty occurrence rate higher than 10% in the key counties of helping-the-poor program.
¡¡¡¡II. Low-income population decreased by 1.3 million over the previous year¡¡¡¡In 2003, the rural low-income population in the key counties of helping-the-poor program was 29.46 million£¬, accounting for 14.8% of the rural population, decreasing by 0.7%, but it is still 8.8% higher than that of the whole country. In terms of the province£¬, the rural low-income population of key counties of helping-the-poor program of each province except Anhui, Henan and Guangxi had obvious decrease; the decrease of rural low-income population of key counties of helping-the-poor program in Shanxi, Inner Mongolia, Hainan, Sichuan, Xinjiang and so on has exceeded 0.2 million, and that in Hubei, Shaanxi and Qinghai was 0.1£0.2 million.¡¡¡¡Up till the end of 2003£¬, the provinces with more than 3 million of rural low-income population in the key counties of helping-the-poor program include Henan, Guizhou, Yunnan and Gansu; the provinces with 2£-3 million include Anhui and Shaanxi; the provinces with 1£-2 million include Hebei, Jiangxi, Hunan and Guangxi. The provinces with a proportion of low-income population higher than 20% include Heilongjiang, Gansu and Ninghxia; the provinces with a rate lower than 10% include Hebei, Inner Mongolia, Hubei and Sichuan.
¡¡¡¡III. Natural disaster is the leading cause of great occurrence rate of poverty Of the population of absolute poverty in 2003, 71.2% is that becoming poor in the same year. Of the rural households becoming poor in the same year, 55% of them suffered natural disaster£¬, more than 16.5% of them suffered a yield decrease of 50% or above because of natural disaster£¬, and 42% of them suffered natural disaster for more than 2 years in succession. ¡¡ | |
