The Country's East-West Cooperation in Helping-the-poor Program Achieved Obvious Success in 2003 |

Mobilizing the eastern developed provinces and cities to help the western poor provinces and cities so as to carry out cooperation in the helping-the-poor program, is an important feature of the helping-the-poor development program suitable for Chinese national condition, and is also an important component part of the helping-the-poor work in the new era. Since the new government was formed, it has highly valued this work: Premier Wen Jiabao and Vice Premier Hui Liangyu have given explicit directions on East-West Cooperation in Helping-the-poor Program many times. According to the policy of the central government, in 2003, each province, autonomous region or city further adjusted their strategy in East-West Cooperation in Helping-the-poor Program as per the overall arrangement of the helping-the-poor development program at the new stage, intensified their efforts in assistance, highlighted the inter-enterprise cooperation and business and economy cooperation, improved the working mechanism, stressed the actual effect in helping-the-poor work, thus, the country's East-West Cooperation in Helping-the-poor Program made new progress and achieved remarkable results.
First, the leaders pay great attention to it, and discuss the major cooperative program carefully with the local people. After the Sixteenth Party Congress, the provinces, autonomous and cities participating in the East-West Cooperation in Helping-the-poor Program, especially the major leaders of the eastern developed provinces and cities, have come to the common understanding that our country has entered the new era of construction of an affluent society in all aspects, so the helping-the-poor development program has also got into the new stage characterized by consolidation of the solution of basic life problem and taking income raising as the major task. East-West Cooperation in Helping-the-poor Program is an important embodiment of the important idea of "Three Represents", a key approach in the construction of an affluent society in all aspects, an important component part of the helping-the-poor development program with Chinese character, and also a great strategic deployment taken for fulfillment of the task of the helping-the-poor development program in the new era, so, we must keep it up for a long time. In 2003, there were 4654 person-times of mutual investigation between the cooperating parties in the East-West Cooperation in Helping-the-poor Program, therein, investigation done by provincial leaders was 291 person-times, that done by leaders of the prefecture or department level was 1280 person-times and that done by leaders of the county level was 5143 person-times.
Second, the scale of assistance increased continually and the achievements in assistance were very remarkable. In 2003, through the East-West Cooperation in Helping-the-poor Program, the eastern provinces and municipalities offered governmental appropriation of RMB 0.34 billion altogether to the western provinces, autonomous regions and cities, therein, RMB 0.13 billion was from the province-leveled government finance, RMB 0.13 billion was from the prefecture-leveled government finance and RMB 0.08 billion was from the county-leveled government finance. Of the 9 eastern provinces (including a municipality), Shanghai City, Guangdong Province and Fujian Province offered the most government assistance, which was RMB 41.79 million, RMB 40.3 million and RMB 31.35 million respectively. The financial assistance for helping-the-poor cooperation was chiefly given to the key counties of helping-the-poor program in the western provinces, autonomous regions and cities, and it is mostly used in their infrastructure construction. For example, it was used in the construction of basic farmland of 0.42 million mu, which solved the water drinking problem of 0.126 poverty-stricken people and the water drinking problem of 0.167 million large domestic animals; It was used in the construction of 1069.7 km highways; It was used in the construction of 449 schools of all kinds; It was used in the aiding of 0.067 million poor students; It was used in the construction of 431 health centers.
Third, the inter-enterprise cooperation further expanded. In 2003, the business and economy cooperation projects signed between the east provinces or municipalities and western provinces or regions were 799, 640 of them were carried into execution, the agreement-based investment was RMB 24.88 billion, and the real investment was RMB 3.45 billion. The cooperative agreements signed between Guangdong and Guangxi, and between Jiangsu and Shaanxi, were the most, being 371 and 141 respectively; the number of executed programs was also the greatest between Guangdong and Guangxi, and between Jiangsu and Shaanxi, being 310 and 100 respectively. In 2003, there were 239 enterprises altogether practicing the East-West Cooperation in Helping-the-poor Program, and these enterprises employed 0.026 million persons in the western regions, realizing a profit and tax of RMB 0.12 billion. The cooperation has played a major role in the economical development of the western poverty-stricken regions. The number of cooperating enterprises between Fujian and Ningxia was the greatest, being 120 altogether, and the cooperating enterprises between Zhejiang and Sichuan, Fujian and Ningxia, realized the highest profit and tax, being RMB 40.6 million and RMB 30 billion respectively. In 2003, newly increased cooperating enterprises of the whole country were 95, mostly concentrating in Zhejiang and Sichuan, Beijing and Inner Mongolia, being 29 and 25 respectively, accounting for 57 % of the total. Fourth, human resources development made new progress. In 2003, the western provinces, autonomous regions and cities supplied 0.16 million work hands to the eastern provinces and municipalities altogether in a planned way. The greatest number was between Guangdong and Guangxi, and between Fujian and Ningxia, 0.12 million and 0.013 million respectively, accounting for 83% of the total of the whole country. The east provinces and municipalities sent 657 cadres to the western provinces, autonomous regions and cities in the helping-the-poor cooperation program; the greatest number of cadres sent was from Shandong and Fujian, being 260 and 113 respectively. The western provinces, autonomous regions and cities sent 412 cadres to the eastern provinces and municipalities for exchange, with Xinjiang and Inner Mongolia sending the most, being 120 and 80 respectively. In personnel training aspect, in 2003, the East-West Cooperation parties held 70 training classes for administrative cadres altogether, training 6672 person-times; They held 720 training classes of farming technology, training 0.16 million person-times. The greatest number of cadres trained occurred between Suzhou and Shaanxi, and between Shanghai and Yunnan, being 2618 and 1320 persons respectively. The greatest number of farmers trained occurred between Shanghai and Yunnan, and between Fujian and Ningxia, being 0.097 million and 0.029 million respectively. The cadre training and farmer professional technology training have further developed the human resources of the poverty-stricken regions.
